The Public Sector Advisory Board (PSAB) is a newly established subsidiary company of Secure & Innovate Group.

 

The PSAB has been established to provide independent guidance, advice and professional assistance to the senior management of S&IG clients in respect of their business, operations and marketing strategies.

Gavin Turnbull, AVM (Retd)

Chairman

Air Vice-Marshal (AVM) Gavin Turnbull (Retd) is a fighter pilot with 37 years of experience in Defence. He has over 15 years of executive and board level experience across the public sector with particular experience in Defence, including appointments as Air Commander Australia (2014) and Deputy Chief of Air Force (2017). 

 

Gavin was Chairman of the Air Command Board for 3 years during which he led the transformation of the Board and its supporting headquarters from a place of bureaucratic comfort, to a leading strategically driven organisation respected for its role in supporting capability generation. As Deputy Chief of Air Force, he controlled acquisition, sustainment and personnel management systems for the future force and represented Air Force in Enterprise level fora. He directed the Air Force transformation and innovation team (JERICHO) to success in connecting Air Force with academia and fostering the rapid development of world leading technologies in support of the Joint Force.

 

He was appointed A Member of the Order of Australia (AM) in 2016; and is a recipient of the Commendation for distinguished service and the United States Air Force Bronze Star. He has a Graduate Certificate in Management (QUT), is a Graduate of the Australian Institute of Company Directors Course (GAICD), and a graduate of Stanford-NUS Executive Program in International Management.

AVM Turnbull has been appointed as an Operational Member of the Defence Airworthiness Board panel and retains a current TS (PV) security clearance. He was appointed Chairman of the Public Sector Advisory Board in 2020.

Martin Smith

Board Member

Air Commodore Marty Smith is a recognised expert in Defence logistics. As the Director General of Air Force Logistics, he was responsible for the strategic direction of all engineering, infrastructure, supply chain and support systems during the RAAF's transformation to a 5th generation Air Force. 

 

His significant leadership experience includes command of 3,200 uniformed personnel that enabled airbase capabilities, force protection and expeditionary operations.  He has commanded a multinational force in Afghanistan, and was awarded the Commendation for Distinguished Service for outstanding leadership in warlike operations. He has operated across the globe working in over 30 countries, and represented the Air Force in two exchange postings with the USAF. This included a two year appointment at the Pentagon where he was responsible for the development of Future Logistic Concepts. 

 

He has completed executive studies at ANU's National Security College, and the US Defense Force's General Officer Executive program at Chapel Hill University, North Carolina. His academic and leadership achievements were recognised by his alma mater when he was awarded USQ's International Alumuni of the Year for 2014. 

 

AIRCDRE Smith is an AICD graduate and holds numerous directorships including Chair of a Commonwealth statutory corporation.

Timothy J. McOwan, AO, DSC, CSM 

Board Member

Tim McOwan is a former Commanding Officer of the Special Air Service Regiment, the Special Operations Commander Australia, the Head of Defence Staff in Washington DC and the Head of both ASIO’s Operational Capabilities and Counter Espionage and Interference Divisions. He has over 45 years’ experience in leadership, planning and the command of operations combined with extensive leadership and management at the highest levels.
 

His deep experience in planning unconventional military operations and intelligence operations in both the Australian Defence Force and the Australian Security Intelligence Organisation has built judgement and skill in determining alternate, pragmatic solutions and a proven capacity for deep analytical thought. He is a recognized and effective leader with demonstrated highly effective leadership in both combat and at the strategic level.

 

Tim has broad international work experience and has lived and worked in the UK, the Middle East and the USA. He is conversant with the Federal interdepartmental level having worked extensively at that level in national security and intelligence matters over many years. He has comprehensive experience in working with Federal, State and Territory governments and intelligence and law enforcement agencies in Australia and other nations.
 

Tim is a graduate of the John F. Kennedy School of Government, Harvard University Senior Executives in National and International Security and the Harvard Club of Australia Leadership Program. He holds a Master of Business Administration and a Master of Arts in Strategic Studies. Tim is an Officer of the Order of Australia (AO) and has been awarded the Distinguished Service Cross (DSC) for leadership in action and the Conspicuous Service Medal (CSM) for leadership in peacekeeping. He retains a Positive Vetting security clearance and sits on a number of board appointments in both the public and private sector.

Brigadier Mark Smethurst DSC, AM (Retd)

Board Member

Brigadier Mark Smethurst DSC, AM (Retd) is an accomplished senior executive leader, with a highly successful track record commanding large and diverse teams both in Australia and overseas.  

With 35 years’ service in the Australian Army and 27 of those as a Senior Special Forces Officer. His experience has been gained and matured in high level command, leadership, operations, training and resolving specialised complex strategic challenges.

 

He has Commanded at all levels including Squadron in the Special Air Service Regiment, the Special Forces Training Centre, the 2nd Commando Regiment and the Deputy Commander of Australian Special Forces Command. He Commanded the NATO Special Forces in Afghanistan and was the Deputy Chief of Operations for the United States Special Operations Command. He departed the Australian Defence Force in March 2017 and then ran the NSW State Emergency Service for 2 yrs.

In May 2018 he founded Unleash Consulting Pty Ltd.  Mark now provides advice on leadership development, change management and senior leadership mentorship as a Strategic Advisor and member of a number of Boards. He is also on the Advisory Board of the Global SOF Foundation in the US and the Chairman of the Commando Welfare Trust.

Martin Brooker, CSC, FIML 

Board Member

Commodore Martin Brooker (Retired) is a trusted strategic advisor, leadership expert and executive coach. He is passionate about people leading people in constructive cultures, leveraging ethical people strategies to achieve high performance and improved business outcomes. 

 

During a 37 year career in the Royal Australian Navy, Martin’s service included command of an Amphibious Ship in the Middle East and the Pacific, the Navy’s elite Clearance Divers, and Deputy Commander of Australia’s Joint Forces in the Middle East and Afghanistan. His lived experience also includes leading teams implementing cultural change programs in Defence and he was the program director for Navy’s biggest change program, NGN.  

 

With an innate ability to think laterally and lead in complex environments, Martin brings to the Public Sector Advisory Board, excellent conceptual and analytical skills. As an experienced program leader and facilitator of capability delivery and change management programs in the public sector, Martin provides crucial leadership influence with internal and external stakeholders; focusing on the potential of individuals and teams. 

 

Martin is an AACTP qualified executive coach, graduate of AICD Company Directors Course and QUT School of Business. Martin is an RUOK Community Ambassador and an advocate for inclusion and diversity.
